However, state protection is limited to undefined \u2018lawful activities\u2019 by Buddhists and followers of other religions, and \u2018all acts of creating division between religions and classes of people are prohibited\u2019 (Article 9). There is no further clarification of the terms \u2018creating division\u2019 and \u2018lawful activities\u2019. Ambiguous terms, bureaucratic obstacles to registration and weak rule of law combine to undermine freedom of religion or belief (FoRB) for Laos\u2019 religious minorities, including Catholics, Protestants, Muslims and Baha\u2019is.
