{"id":34185,"date":"2020-04-24T00:00:00","date_gmt":"2020-04-23T23:00:00","guid":{"rendered":"https:\/\/csw-yeo.1wp.site\/blog\/sri-lanka-one-year-on-from-the-2019-easter-sunday-bombings-4506\/"},"modified":"2026-09-18T22:07:49","modified_gmt":"2026-09-18T21:07:49","slug":"sri-lanka-one-year-on-from-the-2019-easter-sunday-bombings-4506","status":"publish","type":"post","link":"https:\/\/www.csw.org.uk\/zh\/blog\/sri-lanka-one-year-on-from-the-2019-easter-sunday-bombings-4506\/","title":{"rendered":"Sri Lanka: One year on from the 2019 Easter Sunday Bombings"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">On Easter Sunday 2019 a small relatively unknown Sri Lankan Islamist group, National Thowheed Jamath, conducted a series of bombings targeting churches and hotels across Sri Lanka and killing more than 250 people, predominantly Christians. The BBC <a href=\"https:\/\/www.bbc.co.uk\/news\/world-asia-52357200\" target=\"_blank\" rel=\"noreferrer noopener\">reports<\/a> that on 21 April, the anniversary of the attacks was marked by the ringing of church bells but no public events, the result of a government curfew imposed to address the spread of COVID-19, which has claimed seven lives on the island.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Amid a nationwide two-minute silence in honour of the dead and wounded, the Archbishop of Colombo, Cardinal Malcolm Ranjith, said in his anniversary message that while the church had \u201cspiritually forgiven\u201d its attackers, it continued to call for justice.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p><strong><em>Justice remains elusive, with investigations ongoing in a country in which the need to confront past crimes and pursue forgiveness, healing and national reconciliation is more complex as a result of the legacy of a 30-year civil war characterised by serious internal political strife.<\/em><\/strong><\/p><\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">There is also the challenge of populist leaders seeking to mobilise religion for their own ends, nurturing an exclusive vision of Sri Lanka as a homogenous Buddhist state.<\/p>\n\n\n\n<!--more-->\n\n\n\n<p class=\"wp-block-paragraph\">Sinhalese Buddhist nationalists have used the bombing to justify the anti-Muslim stance they have been propagating since 2012. Days after the bombings, Dilanthe Withange, a senior administrator for the Bodu Bala Sena, (BBS, Buddhist Power Force) a prominent Sinhalese Buddhist nationalist group, <a href=\"https:\/\/www.nytimes.com201978worldasiabuddhism-militant-rise.html\" target=\"_blank\" rel=\"noreferrer noopener\">claimed<\/a>: \u201cWe have been warning for years that Muslim extremists are a danger to national security\u2026 Blood is on the government\u2019s hands for ignoring the radicalization of Islam.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the immediate aftermath of the bombings, Islamic leaders came out and condemned the attacks, with many denying the bombers a <a href=\"https:\/\/www.colombotelegraph.com\/index.php\/secularism-or-barbarism\/\" target=\"_blank\" rel=\"noreferrer noopener\">religious burial<\/a>, making it clear to Sri Lanka\u2019s Muslim community that such violence in the name of religion was unacceptable. <a href=\"https:\/\/www.washingtonpost.com\/world\/asia_pacific\/sri-lankas-muslims-fear-retaliation-after-easter-attacks-on-christians\/2019\/04\/24\/9fffdfc8-6611-11e9-a698-2a8f808c9cfb_story.html?utm_term=.033449f4488b\" target=\"_blank\" rel=\"noreferrer noopener\">Some Mosques leaders<\/a> even stopped broadcasting prayer calls over loudspeakers to avoid offending mourners.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote has-text-align-center is-layout-flow wp-block-quote-is-layout-flow\"><p><strong><em>\u201cOur religious beliefs could not be more different from the Islamic State\u2019s\u2026 But now everyone is looking at us as if we were the ones who bombed the churches.\u201d<\/em><\/strong><\/p><\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Despite this, there were a number of reprisals targeting the Muslim population of Sri Lanka, the perpetrators a mixture of Christians and Sinhalese Buddhists. In Negombo, <a href=\"https:\/\/www.nytimes.com\/2019\/04\/24\/world\/asia\/sri-lankas-muslims.html?module=inline\" target=\"_blank\" rel=\"noreferrer noopener\">Christian men<\/a> smashed windows and broke down doors before dragging people into the street, punching and threatening to kill them. In Bandaragama, an hour and a half\u2019s drive south from Colombo, Muslim businessman Mohamed Iqbal\u2019s shoe shop was <a href=\"https:\/\/www.nytimes.com\/2019\/04\/24\/world\/asia\/sri-lankas-muslims.html?module=inline\" target=\"_blank\" rel=\"noreferrer noopener\">broken into and burned<\/a> out on Easter Sunday evening, just several hours after the bombings. Mr. Iqbal\u2019s son told the New York Times: \u201cOur religious beliefs could not be more different from the Islamic State\u2019s\u2026 But now everyone is looking at us as if we were the ones who bombed the churches.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Violence swept across Sri Lanka\u2019s North Western Province in particular. In<a href=\"https:\/\/www.dailymirror.lk\/news-features\/Outside-hand-suspected-in-Kuliyapitiya-violence\/131-167152\" target=\"_blank\" rel=\"noreferrer noopener\"> Hettipola<\/a>, Panduwasnuwara, on 13 May, more than 80 shops, houses and buildings owned by Muslims were damaged, including the central Mosque, Masjid Al Huda. That same day, in <a href=\"https:\/\/www.aljazeera.com\/news\/2019\/05\/sri-lanka-nationwide-curfew-crowds-attack-mosques-190513144625670.html\" target=\"_blank\" rel=\"noreferrer noopener\">Puttalam<\/a> district, a Muslim man was killed by a mob, causing a two day nationwide curfew to be implemented, with the North Western Province initially being placed under an indefinite curfew which was relaxed after four days. During this violence there were many accusations of <a href=\"https:\/\/srilankabrief.org\/2019\/05\/sri-lanka-hrc-provides-evidence-of-police-implicitly-of-anti-muslim-attacks-in-a-letter-to-the-igp\/\" target=\"_blank\" rel=\"noreferrer noopener\">police complicity<\/a> and of <a href=\"https:\/\/www.aljazeera.com\/news\/2019\/05\/sri-lanka-nationwide-curfew-crowds-attack-mosques-190513144625670.html\" target=\"_blank\" rel=\"noreferrer noopener\">outsiders<\/a> being bussed into local communities to cause trouble.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">From 22 April, then President Sirisena, declared a month-long state of emergency which was subsequently extended four times, ending on 22 August. As part of the emergency measures a ban on full face coverings was introduced; while the niqab or burka were not specifically mentioned, they were the de facto target and helped reinforce narratives equating Islam with terrorism. The UN Special Rapporteur on Freedom of Religion or Belief visited Sri Lanka in August 2019 and noted that mosques and madrasas were being raided and Qur\u2019anic and other Islamic texts, mainly in Arabic, were confiscated as \u2018radical\u2019 material.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In November 2019\u2019s presidential elections, Gotabaya Rajapaksa, representing the Sri Lanka Podujana Peramuna (SLPP), the Sinhalese-Buddhist Nationalist Party, became the country\u2019s eighth president with just over 52% of the vote. <a href=\"https:\/\/forbinfull.org\/2019\/12\/17\/the-rajapaksas-return-to-power-means-an-uncertain-future-for-sri-lankan-minorities\/\" target=\"_blank\" rel=\"noreferrer noopener\">Minorities were apprehensive<\/a> over what a victory for the SLPP would mean for them, which was reflected in the fact that Gotabaya\u2019s votes came almost exclusively from Sinhalese Buddhists as he received campaign <a href=\"https:\/\/www.aljazeera.com\/news\/2019\/11\/gotabaya-rajapaksa-wins-sri-lanka-election-191117133518223.html\" target=\"_blank\" rel=\"noreferrer noopener\">backing<\/a> from prominent nationalist monks who advocate for stronger controls on the countries Muslim population.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Using national security fears as a launchpad, Gotabaya and the SLPP <a href=\"https:\/\/www.nytimes.com\/2019\/11\/17\/world\/asia\/sri-lanka-Gotabaya-Rajapaksa-election.html\" target=\"_blank\" rel=\"noreferrer noopener\">vowed<\/a> to take a tough stance on terrorism and to bring stability to Sri Lanka, but has since shown his prioritising of Sinhalese Buddhists. He soon <a href=\"https:\/\/www.hindustantimes.com\/world-news\/sri-lanka-drops-tamil-national-anthem-from-independence-day-celebrations\/story-jdGBQKOQUAUVsBaWMmE5RN.html\" target=\"_blank\" rel=\"noreferrer noopener\">dropped<\/a> the singing of the Tamil language version of the national anthem for Independence Day and <a href=\"https:\/\/groundviews.org\/2020\/03\/30\/pardoning-sunil-a-response\/\" target=\"_blank\" rel=\"noreferrer noopener\">pardoned<\/a> Sunil Rathnayake, a former Army Staff Sergeant convicted of murdering several Tamil civilians, on 26 March 2020.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Elected for a five year term, Gotabaya hoped to capitalise on both his political momentum and the emotive anniversary of the Easter Sunday Bombings by calling parliamentary elections for 25 April, just four days after the first anniversary. Due to the Covid-19 pandemic, these have been <a href=\"https:\/\/www.ft.lk\/columns\/20-June-Why-any-election-is-better-than-none\/4-699112\" target=\"_blank\" rel=\"noreferrer noopener\">postponed<\/a> to 20 June.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p><strong><em>Victory for the SLPP in the elections would give the party a mandate to pursue a vision of Sri Lanka as a Buddhist-only nation and defend the religion\u2019s <a href=\"https:\/\/www.parliament.lk\/files\/pdf\/constitution.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">constitutionally granted<\/a> \u2018foremost place\u2019 in society.<\/em><\/strong><\/p><\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Whether the spirit of forgiveness and reflection, exemplified in Cardinal Ranjith\u2019s statement, will overcome attempts to use the memory of the bombings to further the creation of an exclusive national identity is an open question.
