Religious leaders in Cuba have come under intense pressure from government officials to ensure their congregations vote \u2018yes\u2019 in the referendum on a new constitution, scheduled for 24 February.<\/b><\/span><\/p>\n\n\n\n

There are concerns<\/a> that the current draft of the new constitution significantly reduces protections for freedom of religion or belief (FoRB), as well as notably separating and weakening references to freedom of conscience. CSW has documented<\/a> a steady increase in FoRB violations over the past decade. High ranking communist party officials summoned Christian, Yoruba and Masonic leaders in Santiago on Tuesday 12 February to confirm that they and their congregations would all be voting to adopt the new constitution. Religious leaders in towns and cities across the island have told CSW that they have been summoned to similar meetings throughout the past week.<\/span><\/p>\n\n\n\n

One church leader told CSW that \u201call [the CCP leaders] wanted was to intimidate us because they thought that we were going to openly promote a no vote. In my eyes, it was a meeting to attempt to pressure us, I think they are very worried.\u201d<\/i><\/b><\/span><\/p>\n\n\n\n

The meetings followed unprecedented public statements from some of the largest Protestant denominations, including the Eastern Baptist Convention, the Methodist Church of Cuba and the Assemblies of God<\/a>, as well as from the Cuban Catholic Bishops Conference<\/a>, criticising the content of the new constitution.<\/span><\/p>\n\n\n\n

The Assemblies of God statement published on social media by the General Executive Committee on 10 February states, \u201c\u2026today when we read the new constitution, on which there will be a vote on 24 February, we find that none of the articles proposed by the Cuban Church (16 articles) were considered\u2026 For this reason, this constitution does not represent us and excludes us.\u201d<\/i><\/b><\/span><\/p>\n\n\n\n

Sources in Cuba told CSW that L\u00e1zaro Exp\u00f3sito Canto, First Secretary of the Cuban Communist Party in Santiago (CCP), and Roberto Noa Fr\u00f3meta, the CCP official who oversees religious affairs in the same region, told the religious leaders on Tuesday \u201c\u2026that the enemy was trying to destroy the Revolution, that a unanimous \u2018yes\u2019 vote was needed and that they would do everything in their power to ensure that things went well.\u201d<\/i><\/b>The CCP officials then asked the leaders directly how they and their members planned to vote.<\/span><\/p>\n\n\n\n

On 8 February, a statement<\/a> published on a public Facebook page attributed to Mariela Castro Esp\u00edn, daughter of Raul Castro and a member of the National Assembly, referred to the Catholic Church as \u201cthe serpent of history\u201d and called for a strong state response to the Catholic Bishops Conference statement.<\/span><\/p>\n\n\n\n

CSW\u2019s Chief Executive Mervyn Thomas said, \u201cReligious groups in Cuba, who represent the largest portion of independent civil society in the country, attempted to feed into the public consultation process around the new constitution but their concerns were largely ignored, including those regarding weakened language on freedom of religion or belief and freedom of conscience. Church leaders have exercised their right to share their views on the content of the new constitution, and have publicly stated that they will not tell their members how to vote. CSW calls on the Cuban government to cease its efforts to pressure and intimidate religious leaders in an attempt to force a \u2018yes\u2019 vote, and to allow all Cubans to vote with their conscience on 24 February.\u201d<\/i><\/b><\/span><\/p>\n\n\n\n
