{"id":30867,"date":"2024-07-04T00:00:00","date_gmt":"2024-07-03T23:00:00","guid":{"rendered":"https:\/\/csw-yeo.1wp.site\/reports\/hrc56-oral-statement-during-the-adoption-of-car-upr-outcome-6263\/"},"modified":"2026-09-23T19:40:56","modified_gmt":"2026-09-23T18:40:56","slug":"hrc56-oral-statement-during-the-adoption-of-car-upr-outcome-6263","status":"publish","type":"reports","link":"https:\/\/www.csw.org.uk\/zh\/reports\/hrc56-oral-statement-during-the-adoption-of-car-upr-outcome-6263\/","title":{"rendered":"HRC56: Oral Statement during the adoption of CAR UPR outcome"},"content":{"rendered":"<figure class=\"wp-block-image size-full\"><img decoding=\"async\" src=\"\/wp-content\/uploads\/2026\/09\/a3680f8c6b7ae4ac387c201e3c9a1fec.png\" alt=\"\"\/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Item 6:<\/b>CAR UPR Outcome<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span class=\"SpellingErrorV2Themed\"><b>Organisation<\/b><b>:<\/b> Christian Solidarity Worldwide (CSW)<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Speaker:<\/b> \u57c3\u5229\u65af\u00b7\u5e0c\u65af\u5229<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thank <span class=\"ContextualSpellingAndGrammarErrorV2Themed\">you Mr President,<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">CSW welcomes the Central African Republic\u2019s co-operation with the UPR process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We call on CAR to take note of the many recommendations calling for the disarmament and demobilisation of armed groups, as well as calls for investigations into serious human rights violations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">CSW remains particularly concerned by the activities of Russian mercenaries invited by the government to assist with the restoration of security, who are committing severe violations with impunity. The lack of accountability mechanisms within their operational remit renders justice elusive for their victims.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Their presence is further eroding trust and social cohesion between citizens, especially those from minority religious communities, and exacerbates tensions that are yet to be addressed through the Republican Dialogue.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We urge CAR to address impunity and implement recommendations to \u2018ensure the accountability of foreign mercenaries who have allegedly committed severe human rights and humanitarian law violations\u2019<sup>1<\/sup>, to \u2018reform the security and justice sectors by building capacity through improved training, discipline and command\u2019<sup>2<\/sup>, and to continue with the implementation of the Political Agreement for Peace and <span class=\"ContextualSpellingAndGrammarErrorV2Themed\">Reconciliation.<sup>3<\/sup><\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We also urge CAR to support initiatives that aim to rebuild trust and social cohesion between religious and belief <span class=\"ContextualSpellingAndGrammarErrorV2Themed\">communities<span class=\"ContextualSpellingAndGrammarErrorV2Themed\">,<\/span><span class=\"ContextualSpellingAndGrammarErrorV2Themed\"> and<\/span> ensure protection for religious leaders. There was still a notable religious element to much of the violence reported in the country during the reporting period.
