{"id":30916,"date":"2025-03-24T00:00:00","date_gmt":"2025-03-24T00:00:00","guid":{"rendered":"https:\/\/csw-yeo.1wp.site\/reports\/hrc58-oral-statement-during-adoption-of-upr-outcomes-on-the-dprk-6466\/"},"modified":"2026-09-23T19:42:26","modified_gmt":"2026-09-23T18:42:26","slug":"hrc58-oral-statement-during-adoption-of-upr-outcomes-on-the-dprk-6466","status":"publish","type":"reports","link":"https:\/\/www.csw.org.uk\/zh\/reports\/hrc58-oral-statement-during-adoption-of-upr-outcomes-on-the-dprk-6466\/","title":{"rendered":"HRC58: Oral statement during adoption of UPR outcomes on the DPRK"},"content":{"rendered":"\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" src=\"\/wp-content\/uploads\/2026\/09\/6c2a8345666c276e2165261350916f92.jpg\" alt=\"\"\/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Item 6<\/b><b>:<\/b> UPR Adoption, DPRK<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Speaker:<\/b>Claire Denman<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thank you Mr President,<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">CSW acknowledges the DPRK\u2019s participation in the UPR process, and we note that it accepted a recommendation from Gambia to \u2018guarantee the right to freedom of religion, in accordance with article 68 of its Constitution.\u2019<sup>1<\/sup><a href=\"https:\/\/csworguk.sharepoint.com\/sites\/AdvocacyShared\/Shared%20Documents\/Claire%20Denman\/UNITED%20NATIONS\/1.%20Human%20Rights%20Council\/HRC%20Regular%20Sessions\/HRC58\/Oral%20statements\/For%20the%20website\/HRC58%20-%20Oral%20Statement%20UPR%20DPRK%20-%20CSW.docx#_ftn1\" name=\"_ftnref1\" title=\"\"><\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, this article does not afford sufficient protection for the right to freedom of religion or belief as articulated in Articles 18 of the UDHR and ICCPR.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The article of the constitution in question claims that religion \u2018must not be used as a pretext for drawing in foreign forces or for harming the State or social order,\u2019 which thereby renders the right to freedom of religion or belief conditional, and therefore open to restriction, violation and abuse.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is telling that the DPRK did not accept other recommendations relating to freedom of religion or belief, including three recommendations to end state-sanctioned discrimination underpinned by the <i>songbun<\/i> system.<sup>2<\/sup><a href=\"https:\/\/csworguk.sharepoint.com\/sites\/AdvocacyShared\/Shared%20Documents\/Claire%20Denman\/UNITED%20NATIONS\/1.%20Human%20Rights%20Council\/HRC%20Regular%20Sessions\/HRC58\/Oral%20statements\/For%20the%20website\/HRC58%20-%20Oral%20Statement%20UPR%20DPRK%20-%20CSW.docx#_ftn2\" name=\"_ftnref2\" title=\"\"><\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This system places religious communities in the so-called \u2018hostile\u2019 class, meaning they are subjected to intense persecution and discrimination and are prejudged as being disloyal to the state and the socialist revolution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Not only does this system contradict international standards on fundamental human rights, but it also clearly violates Article 65 of the DPRK Constitution, which states that \u2018citizens enjoy equal rights in all spheres of State and public activities.\u2019<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We urge the DPRK to reconsider its rejection of the recommendations to end discrimination based on the <i>songbun<\/i> system, and ultimately to abolish the system altogether.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">CSW is also disappointed if not surprised that the DPRK did not accept a recommendation from Italy to \u2018take measures to put an end to the systemic repression of human rights, including violations of the freedoms of conscience and religion, and release missionaries subjected to unjust or arbitrary detention.\u2019<sup>3<\/sup><a href=\"https:\/\/csworguk.sharepoint.com\/sites\/AdvocacyShared\/Shared%20Documents\/Claire%20Denman\/UNITED%20NATIONS\/1.%20Human%20Rights%20Council\/HRC%20Regular%20Sessions\/HRC58\/Oral%20statements\/For%20the%20website\/HRC58%20-%20Oral%20Statement%20UPR%20DPRK%20-%20CSW.docx#_ftn1\" name=\"_ftnref1\" title=\"\"><\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Among these missionaries are Kim Jung-Wook, Kim Kook-kie and Choi Chun-gil, all of whom have now been detained in undisclosed locations in the DPRK for over a decade.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">CSW is deeply concerned for the missionaries\u2019 health and safety in detention.
