Thank you, Mr President

The third cycle of the UPR has been turbulent for Sudan following significant political changes.

During the reporting period we have witnessed Omar al Bashir’s deposition in April 2019, following nationwide demonstrations, and the rise and fall of the official transitional administration, which was ended by a military coup in 2021.

The events serve as a stark reminder that democratic transitions are not linear and require the international community’s consistent attention and support.

The removal of al Bashir brought an end to three decades of oppressive rule characterised by severe and widespread violations of human rights, including of the right to freedom of religion or belief.

Under the transitional institutions’ direction, Sudan made a number of legislative reforms, including on FoRB. Whilst these reforms are laudable, many remain outstanding. For example, the Penal Code continues to contain provisions that limit personal freedoms and criminalise blasphemy. Interference in the affairs of religious institutions has continued, while arrests of leaders from minority religious communities and demolitions of their places of worship are on the rise.

We remain concerned by erosions of the rule of law impacting all societal sectors and the systematic rollback of rights following the 2021 coup.

The political crisis following the coup and the resignation of former Prime Minister Hamdok on 2 January raised legal questions regarding the legitimate representatives of the state during the UPR process.

While we urge Sudan to implement recommendations accepted during the latest periodic review, we regret the lack of a civilian-led transition to make decisions on the UPR outcome and that Sudan’s UPR continued despite the unconstitutional seizure of power by the military.

The situation requires a systematic approach which should include the regular review of Sudan by the Council. CSW urges this Council to support the work of the Designated Expert and the High Commissioner and to take a long-term view of the support that is required to protect human rights in Sudan.
